What was 6 Month Old Troubles

I have a 6 month old that already understand wrong from right, but when it comes to pulling hair or earrings she doesn't listen to me. She listens to her daddy. My question is when do you draw the line and start disciple? We have given her lttle taps on the hand, but she just looks at us and laughs like it is a game. What should we do since we know she knows wrong from right?

Well I guess all kids are like that but you should start disipline soon or she will never learn that's what my mom said Good Luck with that
